IMPORTANT PROGRAM UPDATE

The federal funds used to operate this project are scheduled to expire later this year. As a result, all ACE funds must be used for allowable activities no later than July 1, 2024. (Dates of service must occur before July 1, 2024.)*

All claims requesting payment or reimbursement must be submitted to Merit for processing no later than July 15, 2024. Any funds that are not expended by July 1, 2024 will no longer be available. Claims submitted after July 15, 2024 will not be approved.

*Clarification for service dates/close down for camps: Claims for day camps that have been paid for by parents may be reimbursed if the service date occurs through September 1, 2024. The claim is only reimbursable for day camps during this time period if the parent has paid up front and prior to July 1, 2024.

Educational Value

On Target Outfitters is a 501 (c)3 non-profit youth mentoring organization headquartered in Canfield, Ohio that uses outdoor sports like Archery, Fishing, and Camping as a way connect with young people. Through our summer day camps, after school programs, and parent-child programs we work with approximately 800 students in the greater Youngstown, Ohio area. Our purpose is greater than just passing on the worthy tradition of outdoor sports, our goal is to use these activities as a way to build long term mentoring relationships. In doing so we strive to speak truth into their lives, instill confidence, ethics, values, and faith. All qualities that if missing, are all too often replaced by unruliness and/or substance abuse. This facility is located on 21 acres and contains an indoor archery and air rifle range, 2 ½ acre stocked fishing pond with handicap accessible fishing platform, outdoor archery and rifle range, and hiking trail. Evidence Based Reasoning for Program: “Patterns of drug abuse among teens suggest that physical activity can strengthen resistance to addiction. Results from a National Institute on Drug Abuse funded Monitoring the Future survey indicate that high school students who exercise regularly are less likely than sedentary teens to smoke cigarettes or abuse marijuana. The relationship between drugs and exercise, however, may be indirect. Perhaps students who choose to exercise tend to make healthy decisions in general. Initiation of substance abuse may also be countered by the support of teammates, coaches, and family; by other social aspects of participation in organized activities; and by the time management skills that active teens develop. Apart from improving the health of the developing brain, there are many reasons to think that physical activity can be a useful means for preventing substance abuse among young people. The best way to grab the attention of children and teens is often to offer them a range of appealing challenges. Physical activities—particularly in natural environments—offer youth healthy opportunities to learn skills, take risks, and achieve goals.” NIDA. (2011, March 1). They promote positive development and resilience of youth by enhancing their competence and sense of autonomy and purpose. 4. They extend the reach of prevention efforts to youth who are at high risk for, or who have already tried using alcohol or drugs, as well as to families and communities. The programs at On Target program have all of these characteristics.
