IMPORTANT PROGRAM UPDATE
The federal funds used to operate this project are scheduled to expire later this year. As a result, all ACE funds must be used for allowable activities no later than July 1, 2024. (Dates of service must occur before July 1, 2024.)*
All claims requesting payment or reimbursement must be submitted to Merit for processing no later than July 15, 2024. Any funds that are not expended by July 1, 2024 will no longer be available. Claims submitted after July 15, 2024 will not be approved.
*Clarification for service dates/close down for camps: Claims for day camps that have been paid for by parents may be reimbursed if the service date occurs through September 1, 2024. The claim is only reimbursable for day camps during this time period if the parent has paid up front and prior to July 1, 2024.
Each Service Provider conducts their business differently and may collect payment for their goods/services in one of two ways:
1. Parent/Guardian pays for goods/services at time of service. This type of purchase can be reimbursed with OH ACE account funds directly to the parent/guardian via claim submission with an attached receipt in the OH ACE app as long as the parent/guardian has connected their bank account to the app.
2. Service Provider issues an invoice to the parent/guardian for goods/services. This invoice can be paid directly to the Service Provider using OH ACE account funds by submitting a claim with the attached invoice in the OH ACE app, as long as the Service Provider has set up their account to receive those funds.

Avenues for Success is an educational program that provides extended learning opportunities, for before/after school, and summer for students of all ages in the Norwood City School District. The non-traditional social, academic and recreational clubs offered through this program help enrich the community, promote life-long learning and foster students capable of thriving in the "real" world. NSCD is enrolled in the Community Eligibility Provision (CEP) program for the third year. CEP allows high poverty schools to offer breakfast & lunch to all students at no charge. To be eligible to operate CEP, a school or group of schools within a district must have an Identified Student Percentage (ISP) of 40% or higher. To calculate ISP, a school must count all of the students who are categorically eligible for free school meals & divide it by total student enrollment. Our district was 60.61% free/reduced. Avenues for Success® fills direct needs that Norwood has among its population. According to (Statistical Atlas 2020) among the population of ~19,460 people 18.6% are children (age 0-17) and 40.1% of the population are young adults (age 18-39), a segment of the population that tends to have school age children. The direct major needs that Avenues for Success® addresses for the community are: (1) Low income families need reliable food sources for children that don’t cost an arm and a leg, 16.7% of all Norwood households are on food stamps, with 40.9% of that population being children, 23.4% single parents, and 12.7% married, (2) Single parent households need sources for additional childcare outside of school hours. 52.6% of households with children are single parent households, meaning that the parent has to most likely be at work and requires before and/or after school care to assist, (3) Married households that have both parents working also have a need for additional childcare outside of school. Even 76.2% of married households with children have both parents working indicating a similar need to single parents. (4) Low cost child care availability is needed. While the majority of the Norwood population are employed, 35.2% are either unemployed or “other'' (not in the labor force). The median household income in Norwood is $40,300 compared to the rest of Hamilton County ($50,400). (5) Additional educational resources outside of the school day will help students’ future career possibilities. 48.6% of the Norwood population has a high school diploma as the highest education completed and 16.0% have no high school diploma. Increasing education has been shown to generally increase social mobility (Cengage, 2020). Without Avenues for Success, much of our population would not receive additional academic & enrichment opportunities outside of the regular school day. The program allows us to build on the great work being done during the school day and; Educate, Enich, Engage students with Exceptional Experiences after school!
